In Valmiki's Yuddha Kanda, Vibhishana told Ravana in his council to return Sita to Rama. Ravana insulted him in front of the court and called him a disgrace to the family. Vibhishana rose into the sky with four companions, warned Ravana one last time, and went to Rama for refuge.
Sugriva and several vanara leaders thought Vibhishana was a spy, but Hanuman spoke for him. Rama answered with his vow in the Yuddha Kanda: whoever comes to him even once, saying 'I am yours', he protects from all beings. He had Vibhishana consecrated as king of Lanka before the war began.
