Rama broke it. In Valmiki's Bala Kanda, King Janaka of Mithila kept Shiva's bow, and no king who came could even lift it. Rama lifted it with ease, strung it and drew it, and the bow broke with a sound like thunder.
Janaka had promised Sita to the man who could string Shiva's bow. After Rama broke it, Janaka sent messengers to King Dasharatha in Ayodhya, and Rama and Sita were married in Mithila.
